NHS Scotland - Electric Car Charging Stations Guidance

SYSTRA completed a commission to produce an EV Charging Guidance document for the National Health Service (NHS) of Scotland in 2020.

The guidance document we’ve produced will be used as a one-stop-shop for NHS Boards for the installation and implementation of EV charging facilities across the NHS estate. This project included a series of Working Group consultations with key stakeholders to agree the topics and content to be included within the guidance document, the collation of best practice information, and the production of the document itself.

The document was written as a step-by-step guide, covering:

  • The technology context relating to types of vehicles and chargers;
  • The types of typical EV users who need to be catered for on NHS Estates;
  • The types of typical facilities that are managed by the NHS;
  • Assessing the need for chargepoints, including consideration of futureproofing sites;
  • The ‘planning’ phase, including identifying locations for chargers, consideration of power and grid connection options and requirements, funding and tariffs, choosing installers and operators, and reviewing affordability;
  • The ‘delivery’ phase, including detailed design, securing funding, planning and legal requirements, procurement, and access; and

The ‘operation and management’ phase, including physical access to chargers and enforcement of use, maintenance contracts, vandalism and security, managing payment, monitoring of assets and usage; health and safety, and training and guidance.
