The Challenge

SYSTRA was appointed by R55 to produce a Transport Assessment (TA) to support a planning application associated with the proposed redevelopment of Minival House within the London Borough of Brent (LBB). The scheme, which comprises the construction of 251 residential units, office space and a Lidl foodstore, will be made up of 91% affordable housing and will serve as a gateway to the Alperton regeneration area. R55 has been granted planning permission for the scheme following approval at the planning committee.


SYSTRA produced a Transport Assessment and associated Travel Plans for the scheme. SYSTRA demonstrated that the residential and office units could be delivered as ‘car-free’ in order to capitalise on the high public transport accessibility level within the vicinity of the site. In addition, SYSTRA also demonstrated the site’s accessibility by active travel by promoting the feasibility of walking and cycling as key modes of travel for new residents and employees. To overcome concerns raised by the planning committee over the provision of disabled parking, SYSTRA Ltd proposed and provided evidence for the introduction of an accessible car club, demonstrating how it can be used as an innovative and cost-effective sustainable transport solution to meet the travel needs of all residents and visitors. Despite expressing initial concerns, the planning committee welcomed the idea of the accessible car club, seeing it as an innovative and practical transport solution for a development of this kind.
