Epping Forest Shopping Park S278
As part of strategic plans for boosting the local economy of the area surrounding Debden tube station in Essex, Epping Forest District Council (EFDC) approved the planning application for the construction of a new shopping park on Langston Road. In order to ensure the resultant increase in vehicular traffic is properly managed, EFDC included in the planning conditions a requirement to upgrade the surrounding highways network which included Langston Road, Chigwell Lane, Abridge Road and any associated junctions.
Following completion of outline design drawings and extensive input into traffic modelling analysis, SYSTRA was appointed to complete the detailed design for the highways layout which was approved during the planning phase. The design elements included road widening and the conversion of three mini-roundabouts to signalised junctions.
SYSTRA commissioned numerous on-site surveys including pavement cores, CCTV drainage and trial holes; these helped inform the detailed design which included the following engineering disciplines: highways, drainage, utility diversionary works, structures, lighting and signals.
SYSTRA also prepared all tender documents prior to the construction phase, responded to tender queries and advised EFDC on contractor appointment.
The project is currently in the latter stages of the 12-month duration construction phase, with completion scheduled for September 2017.
SYSTRA is currently acting as Supervisor under an NEC3 Engineering and Construction Contract (ECC) Option A contract as well as regularly responding to site queries. SYSTRA’s role also includes acting as Principal Designer under the Construction (Design and Management) (CDM) Regulations 2015.
Throughout the project SYSTRA has liaised closely and regularly with numerous stakeholders including EFDC, the highway authority, the contractor and utility companies, as well as other third parties affected by the project including local businesses and London Underground.
